81 Public Comment <br />82 As of the time this RCA was prepared, no additional comments from the public about the proposed plat <br />83 have been received by Planning Division staff. <br />84 P OLICY O BJECTIVE <br />85 attracts <br />86 and retains a diverse mix of people, family types, economic statuses, ages, and so on. <br />87 Improve the distribution of park and recreation services in southwest Roseville. <br />88 Determine locations for new park and recreation facilities in redevelopment areas as part of the <br />89 redevelopment process, and use the park dedication process to acquire appropriate land, <br />90 prioritizing the purchase of properties adjacent to current park land. <br />91 Approve final plat applications that are substantially the same as the approved preliminary plat. <br />92 B UDGET I MPLICATIONS <br />93 Acquisition of approximately 0.2 acres of park land will require use of funds in the park dedication <br />94 account. Refer to DRC comments in Attachment D. <br />95 The PIC, as presented, has the developer paying for all the costs of the improvements including: design, <br />96 inspection, construction, and City staff time related to the improvements. The developer will provide a <br />97 financial security in the amount of $474,375.00, which is equal to 125% of the estimated $379,500.00 <br />98 cost of construction of the public improvements. The developer will pay the City $15,180.00 to cover <br />99 staff time overseeing the project. All of the above dollar amounts would be subject to amendment if the <br />100 City was successful in obtaining grant funding for the trail. <br />101 S TAFF R ECOMMENDATION <br />rd <br />102 A. Adopt a resolution approving the proposed Midland Legacy Estate 3 Addition Final Plat of based <br />103 on the content of this RCA, public input, and City Council deliberation, with the following <br />104 conditions: <br />105 1. Pursuant to the memo from Public Works staff reviewed with this proposal, the applicant shall: <br />106 a. Install all improvements necessary for the development including re-aligned roadway of <br />107 County Road B and Eustis Street, installation of new pathway along County Road B and <br />108 Eustis Street, installation of storm sewer, installation of new water main and sanitary sewer <br />109 main. <br />110 b. Enter into a Public Improvement Contract regarding the construction of public infrastructure. <br />111 c. Establish a homeowner’s association for the maintenance of the storm water management <br />112 BMPs. <br />113 d. Install wetland buffer signs on the property lines where the wetland buffer intersects. <br />114 2. The applicant shall establish a homeowner’s association for the maintenance of the private street <br />115 and shared driveway. <br />116 3. The applicant shall continue to address with Fire Department staff any issues regarding the <br />117 characteristics of the shared driveway, water supply at the end of the shared driveway, and/or <br />118 installation of sprinklers within one or more of the homes to satisfy applicable fire code <br />119 requirements. <br />7b RCA.docx <br />Page 4 of 6 <br /> <br />
