I. MASTER PLANNING APPROACH <br />BKV <br />G R O U P <br />Maintenance Facility Planning Considerations: <br />• Vehicle Maintenance wants to be separated from daily, general staff foot traffic to maintain <br />some autonomy, security, and safety precautions <br />• Administrative areas should have frontage to parking and be the primary entry and exit for <br />daily staff activity <br />• Daily staff flow: enter at administrative area to access lockers and break area, exit <br />administrative area through a controlled area into workshops, equipment service and storage <br />areas to provide a separation between clean and dirty daily operations <br />• Ample yard space is critical to allow flexible exterior functions <br />• Maintenance vehicle traffic should be separated where possible from public traffic, including <br />start of day and end of day staff traffic and parking <br />• Fueling needs to be accessible to all city departments <br />• Internalize yard activities where possible, to utilize buildings to screen noisy activities <br />• Multiple site access points are desired to allow for flexible use <br />• Workshops should have exterior and interior access where possible <br />LICENSE CENTER <br />Part of the planning process was to determine how to accommodate the required changes to the <br />License Center - whether within the existing ship mall building along Lexington, in that same <br />location in some form of new construction, or relocated elsewhere on the civic campus site. The <br />license center is currently located in the Lexington Shoppes, a retail strip mall that the City owns. It <br />was identified that one of the City's goals was to not manage tenants in the future and thus, re - <br />purpose or demolish the existing building. <br />In 2017, the City completed a feasibility study which proposed building a new facility for the license <br />center at the corner of Woodhill Drive and Lexington Avenue, demolishing the existing building. <br />From a location standpoint, the current site is beneficial for vehicle circulation, parking availability, <br />and visibility from Lexington Avenue. <br />License Center Planning Considerations: <br />• Vehicle access and circulation <br />Visibility and way finding from street <br />Accessibility <br />Ample parking <br />Opportunity to be co -located in a shared facility (VFW, IT department, Dance Studio( <br />ROSEVILLE CIVIC CAMPUS MASTER PLAN STUDY IBKV GROUP I OERTEL ARCHITECTS 20 <br />
