Attachment E <br />347 Strategic Use of Reserves and Grant <br />348 Funding <br />349 Grant Funding <br />350 In the past couple of years, the City has been able to secure grants and other federal funding to <br />351 assist the community in addressing needsresulting from the COVID pandemic and its impact to <br />352 the economy. The City receiveda total of $3.9 million as a result of the federal American Rescue <br />353 Plan Act (ARPA). These funds must be committed for spending by the end of 2024. The City has <br />354 utilized a portion of these funds to provide programs and services to assist community members <br />355 impacted during the COVID pandemic and to supplement City budget needs. In addition, other <br />356 federal, state, and county funding has been made available to assist communities in providing <br />357 broader services to address the negative impacts of the current state of the economy. The 2023 <br />358 budget utilizes these grant funds to provide needed programs and services and to lessen the <br />359 financial impact on the Roseville taxpayer. Detailed below are the uses of the grant funding <br />360 incorporated into the 2023 budget. <br />361 <br />362 ARPA - Embedded Social Worker $105,000 (No tax levy impact) <br />nd <br />363 The use of ARPA funds for a 2 embedded social worker in the Police Department was <br />364 previously discussed and approved by the City Council and was utilized in the 2022 City Budget. <br />365 It is the intention that ARPA funds are used to fund this position in 2024 as well. <br />366 <br />367 ARPA - Water CIP Projects $500,000 (No tax levy impact) <br />368 The use of ARPA funds for utility infrastructure projects was previously discussed and approved <br />369 by the City Council. The 2023 projects will be funded with ARPA to assist the fund balance of <br />370 the Water Fund. <br />371 <br />372 ARPA – Housing Navigator-non grant funding $39,100 (No tax levy impact) <br />373 In 2022, the city received a Ramsey County CDBG grant to fund the Housing Navigator position <br />374 for one year (September 2022 to August 2023). The use of ARPA funds in the amount of $39,100 <br />375 is intended to cover the costs of the position for the remainder of 2023. Staff intends to reapply <br />376 for the Ramsey County grant again for 2023-24, but have included the ARPA funding as the <br />377 revenue source if the grant is not awarded. <br />378 <br />379 ARPA - 2ndSRO Roseville Areas Schools-city portion $40,000 (No tax levy impact) <br />380 In 2022, the city entered into an agreement with the Roseville School District to provide a second <br />381 School Resource Officer (SRO) for the middle and elementary schools. The 2023 budget is <br />382 proposing to cover the city cost of the position with ARPA funds (approximately 1/3 of the <br />383 position cost, the school district covers 2/3rds of the cost). This cost will need to eventually need <br />384 to be absorbed into thecity property tax levy. <br />385 <br />386 ARPA – Police Department wellness program $30,000 (No tax levy impact) <br />387 In recent years, there has been more focus on law enforcement mental and physical health due to a <br />388 variety of factors, including a sharp increase in post-traumatic stress disorder insurance claims. As <br />389 a result, cities are now promoting officer wellness as a proactive measure to ensure our officers are <br />390 mentally and physically healthy and as a way to reduce future PTSD insurance claims.
