Zero Waste Packaging Ordinance Consideration <br />82 Environmental Manager Johnson and Sustainability Intern Bakken made a <br />83 presentation on a Zero Waste Packaging Ordinance and asked the Commission to <br />84 discuss options for an ordinance in order to provide a recommendation to the City <br />85 Council. <br />86 <br />87 Member Hodder asked what are the options for materials of a Chinese restaurant <br />88 for recyclable to go containers. <br />89 <br />90 Ms. Bakken indicated there are plastic pails that are not plastic lined that would <br />91 probably be the best alternative option or moving to some sort of recyclable <br />92 clamshell type of a material would probably work out as well. <br />93 <br />94 Member Hodder asked if there are any supply chain issues. <br />95 <br />96 Ms. Bakken explained that has been an issue, especially with paper products from <br />97 what she has heard. She did speak with one of the city's restaurants and he has had <br />98 some problems with getting his materials sourced which is why she would <br />99 definitely recommend a gradual approach. <br />100 <br />101 Member Cicha indicated he had a question about compostable boxes and if the City <br />102 had a facility to handle those or where would those end up going. <br />103 <br />104 Ms. Bakken explained there is one drop site in Roseville right now and was a part <br />105 of the discussion in March as well. There is not a really good pick-up option in <br />106 Roseville, and Ramsey County is rolling out their curbside blue bag system next <br />107 year so those things should be able to directly in the garbage but she thought if the <br />108 City were to take this on, there would need to be a system of how to put it in place. <br />109 <br />110 Member Collins was interested to know if current disposable coffee cups were <br />111 compostable or not. <br />112 <br />113 Ms. Bakken indicated most are not, most have the plastic liner in them but the cuff <br />114 and some of the tops are compostable. She noted a new coffee shop in Roseville <br />115 that does use compostable cups. <br />116 <br />117 Chair Ficek invited public comment. <br />118 <br />119 Mr. Dale Howey indicated he is running for the City Council and this is a topic that <br />120 is near and dear to his heart. He explained when talking about the clamshell, plastic <br />121 number 5, he has been to restaurants that have that type of container and he <br />122 wondered what percentage of plastics that are being put in the recycling actually <br />123 are being utilized. He heard it is only nine percent and hoped this is a part of the <br />124 recommendation to the City Council for to -go containers. <br />125 <br />Page 3 of 9 <br />
