He thought the campaign would start at the begin-
ning of 2023 and last all year long.
Helen Yu and Constance Gruen, gardeners at the plot of land, shared their stories with the
City Council.
Ms. Esther Brown indicated she was honored to be at the meeting. She explained she is
originally from Bhutan and have been living in the City for approximately thirteen years.
She wanted to bring to attention of the Council the housing problems in the City. She
explained the residents at her apartment building are having a lot of problems and issues
with maintenance and rodents and other bug issues. She indicated there is a fear of com-
plaining to the owner of the building because of the possibility of getting evicted. She
noted there is a language barrier as well.
Mayor Roe indicated he will make sure the Code Department and the Fire Department look
at the issues with the apartment building residents. He thanked everyone for being at the
meeting and speaking.
5. Recognitions, Donations, and Communications
a. They thanked Councilmember Willmus
for his service to the City throughout the years.
Mr. Trudgeon presented Councilmember Willmus with a rose, a photo of his first
Council meeting, and a flash drive with additional photos.
Mayor Roe explained the gavel he used at the beginning to open the meeting and
will use at the end of the meeting to close it is actually in the Willmus family and
was used by Matt Willmus, with Rose Township, Councilmember Willmus' great
grandfather. Another relative, Ed Willmus was on the Council or the Village trus-
tees at another time, back in the 1950s. He noted the gavel was also used at Coun-
cilmember Willmus' first meeting with the City serving on the Council.
Mayor Roe indicated Councilmember Willmus has spent 12.8 years on the City
Council. He reviewed some statistics on Councilmember Willmus. He presented
Councilmember Willmus with a certificate of appreciation.
Councilmember Willmus thanked Mayor Roe and Mr. Trudgeon and appreciated
everything especially with the focus tonight on him. He explained this really is not
about him or what the individual does, this really is a collaborative effort and with-
out an excellent staff, excellent colleagues nothing would be accomplished for the
community. When he first looked to get involved, it really was a focus on parks
and things like that and growing up in Roseville, knowing what the facilities were
