Regular City Council Meeting <br /> Monday,December 5,2022 <br /> Page 3 <br /> like when he was younger, and then moving back to Roseville as he and his wife <br /> were raising a family. In knowing some of the history and background,he became <br /> involved in the community and got on the Parks Commission. He has seen the <br /> number of people involved and committed to Roseville made a lot of these deci- <br /> sions easier and the collaborative effort that went into them is what it is all about. <br /> He very much appreciated the acknowledgement and certainly could not do this <br /> without his family. <br /> Mayor Roe indicated this is also going to be the last meeting for the time being for <br /> City Attorney Mark Gaughan. Mr. Gaughan's firm has been representing the City <br /> as its civil attorney and prosecuting attorney for many years and Mr. Gaughan has <br /> been at the meetings for a long time and he believed for all of his time on the City <br /> Council. He thought it was important to note his service to the City and to the <br /> Council and his participation in all of the Council's decision making through the <br /> years. He stated Mr. Gaughan has been very responsive both at the meetings and <br /> outside of the meetings to all of the Council and City Staff. While the City is mak- <br /> ing a change in the terms of business and the contracts associated with it,the change <br /> is only as long as one contract, and a person does not know what happens at the <br /> next go around. He thanked Mr. Gaughan again for being the City's attorney for <br /> all this time. <br /> City Attorney Gaughan indicated it has been an honor and a pleasure and Roseville <br /> is a very impressively run City, both from a staff perspective and its elected offi- <br /> cials. It has been a real honor. <br /> b. Human Trafficking Awareness and Prevention Month Proclamation <br /> Mayor Roe read the Human Trafficking Awareness and Prevention Month Procla- <br /> mation. <br /> Strahan moved, Etten seconded, proclaiming January 2023 Human Trafficking <br /> Awareness and Prevention Month. <br /> Roll Call <br /> Ayes: Willmus, Strahan, Etten, Groff, and Roe. <br /> Nays: None. <br /> 6. Items Removed from Consent Agenda <br /> 7. Business Items <br /> a. Consider Adoption on the 2023 City Budget and Final City and EDA Tax Lev- <br /> ies <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the Re- <br /> quest for Council Action and related attachments dated December 5, 2022. <br />
