Regular City Council Meeting <br /> Monday, December 5, 2022 <br /> Page 4 <br /> Mayor Roe asked what the 8.8% total change in cost for the average household <br /> translates to in terms of what the total payment was in 2022 and the total payment <br /> in 2023. <br /> Ms. Pietrick indicated she would have to do the calculation to get the numbers. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming for- <br /> ward. <br /> Strahan moved, Groff seconded, adoption of Resolution No.11955 entitled, "Reso- <br /> lution Adopting the Final 2023 Annual Budget for the City of Roseville." <br /> Council Discussion <br /> Councilmember Groff appreciated what staff and Mr. Trudgeon have done. He <br /> indicated staff has worked very hard over the last couple of months trying to get <br /> the budget to this level and he thought it was very lean. He knew that some resi- <br /> dents have commented to him that the budget may be a little too lean and the City <br /> does not want to go down that road either. The City wants to have services that are <br /> important to Roseville with a well-funded Police and Fire Departments. <br /> Councilmember Etten agreed and appreciated staff work on making some cutbacks <br /> and finding some space to help bring the levy down. He thought it should bring <br /> Roseville to the lower part of similar cities in the Twin Cities area. He did under- <br /> stand that 6.2 percent is a lot for a lot of people but at the same time, the City is <br /> working to be as reasonable as it can while still offering those important services. <br /> He appreciated the investments in a lot of things. <br /> Councilmember Willmus echoed those remarks and appreciated staff looking at the <br /> numbers again. He noted to begin with, he was a little uncomfortable with where <br /> the budget was, but felt a little more comfortable with the changes. <br /> Mayor Roe added that a lot of times the Council gets questions from people if the <br /> City actually looked at cutting things and where the reductions are. What is seen <br /> tonight, is the net change of things. He stated he had tried but did not find it in the <br /> Request for Council Action (RCA), but he knows that at a previous meeting the <br /> City Manager presented his proposed budget there was a report on the plus and <br /> minuses of 2023 compared to 2022 for those who are interested. He thanked staff <br /> for a very good budget process this year. <br /> Roll Call <br /> Ayes: Willmus, Strahan, Etten, Groff, and Roe. <br />
