Regular City Council Meeting <br /> Monday, December 5, 2022 <br /> Page 5 <br /> Nays: None. <br /> Groff moved, Etten seconded, adoption of Resolution No. 11953 entitled, "Resolu- <br /> tion Submitting the Final Property Tax Levy on Real Estate to the Ramsey County <br /> Auditor for the Fiscal Year of 2023." <br /> Roll Call <br /> Ayes: Willmus, Strahan, Etten, Groff and Roe. <br /> Nays: None. <br /> Willmus moved, Etten seconded, adoption of Resolution No. 11954 entitled, "Res- <br /> olution Directing the County Auditor to Adjust the Approved Tax Levy for 2023 <br /> Bonded Debt." <br /> Roll Call <br /> Ayes: Willmus, Strahan, Etten, Groff, and Roe. <br /> Nays: None. <br /> Strahan moved, Etten seconded, adoption of Resolution No. 11956 entitled, "Res- <br /> olution Approving a Special Property Tax Levy, for the Benefit of the Roseville <br /> Economic Development Authority, on Real Estate to the Ramsey County Auditor <br /> for the Fiscal Year of 2023." <br /> Council Discussion <br /> Councilmember Strahan thanked the EDA president for the opportunity to see that <br /> slight reduction and find those savings within. She thought it was nice to be able <br /> to have a small decrease to add to the inflation and other things that increased. <br /> Mayor Roe, as EDA President,thanked her and deferred the credit to the EDA staff <br /> who made the recommendation to the EDA members. <br /> Roll Call <br /> Ayes: Willmus, Strahan, Etten, Groff, and Roe. <br /> Nays: None. <br /> b. Consider Adoption of the 2023 Utility Rates <br /> City Manager Patrick Trudgen briefly highlighted this item as detailed in the Re- <br /> quest for Council Action and related attachments dated December 5, 2022. <br /> Finance Director Michelle Pietrick was also at the meeting and made a presentation <br /> on the 2023 Utility Rates and was available to answer questions. <br /> Councilmember Strahan asked if the rates going out five years is guaranteed or is <br /> there a chance that St. Paul Water will come in with a higher rate moving forward. <br />
