Regular City Council Meeting <br /> Monday, December 5, 2022 <br /> Page 6 <br /> Ms. Pietrick explained not that she was aware of Their utility rate study,which St. <br /> Paul Water does every five years, contains the projections from their rate study. <br /> She did not anticipate changes. <br /> Councilmember Strahan asked if staff had a guess on how much of the underbilling <br /> is collectible. <br /> Ms. Pietrick indicated the number staff built in here excludes transfer of property <br /> ownership. She believed what is in the report is all collectible. <br /> Mayor Roe noted if individuals happen to get letters regarding repayment of under- <br /> billed amounts who are former homeowners or who are new homeowners who were <br /> not owners at the time of underbilling, he assumed those people could contact City <br /> staff who will straighten it all out. <br /> Ms. Pietrick indicated that was correct. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming for- <br /> ward. <br /> Etten moved, Strahan seconded, adoption of Resolution No. 11957 entitled, "Res- <br /> olution Establishing the 2023 Utility Rates." <br /> Council Discussion <br /> Councilmember Etten appreciated all of the work from staff and getting more in- <br /> formation. He thought this got the City to where it needs to be, at a base minimal, <br /> and the City will keep working on finding ways to go forward in good ways and <br /> stabilize these funds. <br /> Councilmember Strahan stated as things do not go down in price, it is good to start <br /> out with the eight percent and get the City where it needs to be in case a future study <br /> puts the City in a situation where it has to continue at eight percent. <br /> Councilmember Groff echoed those comments and noted that when looking at the <br /> graph, those small amounts make such a big difference on when the City can get <br /> back on its feet with this fund. He appreciated all of the clarification staff has done <br /> because it was sort of confusing early on and this is now clear. <br /> Councilmember Willmus indicated he will support the motion but thought it would <br /> be prudent upon staff to take a deep dive into what led up to this error and make <br /> sure that going forward, the City does not have a situation like this occur again. <br />
