Regular City Council Meeting <br /> Monday, December 5, 2022 <br /> Page 7 <br /> This is and can be a big hit for folks and something that really happened in house <br /> and it is something the City needs to be forthright with folks and make sure the City <br /> has mechanisms and double checks in place so that it does not happen again going <br /> forward. <br /> Mayor Roe noted staff has indicated and outlined that in prior discussions. He <br /> thought it was important to note that a few folks in the public have asked why the <br /> City can't write it off. The practicality of it, as outlined in the information pre- <br /> sented,is that the City basically has at the end of 2023, for a variety of reasons, one <br /> of which is the underbilling, practically a zero balance in the water fund. That <br /> means no dollars for cash flow, no savings set aside for capital purposes, and cer- <br /> tainly a part of that has to do with some other issues which have also been resolved <br /> prior to this year and the timing of some projects that were done earlier than sched- <br /> uled. He thought it was important to take these steps to get the City's house in <br /> order and he was glad that the Council has been supportive of making sure it is <br /> done. He noted that helps the City's financial ratings moving forward and when <br /> looking to borrow funds in the future. He thought it was important to show the City <br /> recognizes issues and has plans going forward. <br /> Roll Call <br /> Ayes: Willmus, Strahan, Etten, Groff and Roe. <br /> Nays: None <br /> c. Consider an Ordinance Amending Chapter 314.05 Adopting the 2023 Fee <br /> Schedule <br /> City Manager Pat Trudgeon briefly highlighted this item as detailed in the Request <br /> for Council Action and related attachments dated December 5, 2022. <br /> Councilmember Strahan assumed there is a typo but in motion number one it indi- <br /> cates adopting the 2021 fee schedule and guessed it should be 2023. <br /> Mayor Roe noted it is correct in the Ordinance. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming for- <br /> ward. <br /> Strahan moved, Groff seconded, enactment of Ordinance No. 1623 entitled, "Ordi- <br /> nance Amending Chapter 314.05, Fee Schedule Adopting the 2023 Fee Schedule" <br /> Council Discussion <br />
