Regular City Council Meeting
Monday,November 28, 2022
Page 15
a Conditional Use. That is what the Conditional Use is, it is to spell out the condi-
tions of approval.
Mr. McKinney indicated he understood what Councilmember Willmus was talking
about, and they do not have any intention of adding an additional nine feet to this
building. He thought it was important for the Council to know where they are at in
their process. He explained once the structural engineer gets involved, if they must
bump the building up six inches he will have to come back to the Council for ap-
proval. He thought it was a matter of some small flexibility with regard to structural
items in this case, whether it be at a staff level or a percentage basis that the Council
is comfortable with.
Mr. Craig Gottschalk, Firm Ground Architects, addressed the Council on the Con-
ditional Use conditions, preferring some flexibility in the height requirement.
City Attorney Gaughan proposed an additional condition on the application of
building height as represented of forty-five and a half feet with the possibility of
staff administrated approval of up to an additional two feet. What the Council
would be gaining is a cap, or a good idea of what it is if, down the road, there needs
to be some upward deviation from the forty-five feet, staff would be able to review
it.
Mayor Roe asked where the motion maker and seconder came down on this.
Councilmember Willmus indicated he would be amenable to a cap of forty-eight
feet.
Councilmember Etten concurred.
The maker and seconder of the original motion accepted the amendment to add the
condition for the forty-eight foot maximum building height.
Councilmember Strahan asked if there will be charging stations and other such
amenities available to the renters in this facility.
Mr. Gottschalk indicated it is not germane to the project at this time.
Roll Call (Motion as Amended)
Ayes: Groff, Etten, and Roe.
Nays: Strahan, Willmus
f. No Mow/Less Mow May Discussion
Environmental Manager Ryan Johnson and Sustainability Intern Noelle Bakken
briefly highlighted this item as detailed in the Request for Council Action and re-
lated attachments dated November 28, 2022.
