Regular City Council Meeting
Monday,November 28, 2022
Page 16
Councilmember Willmus asked if staff has a name for the program and if not then
he suggested it be called "Mow Less May". One of the issues that he has with
awareness and happened this past spring was some neighbors seemed to get a little
chippy with the neighbors that chose to mow so there is that side of it as well. He
indicated he was not sure if he liked the official "No Mow May" moniker, noting
the City does not want to create the perception that it is prohibiting mowing in May
because that is not what the City is doing. He stated as it rolls out, he would like
to see the focus on May and not into June and July. With that, he thought perhaps
it is handled by not enforcing things during that period of time.
Councilmember Groff wanted to reiterate the educational part of this.
Councilmember Strahan thought something formalized at Earth Day would be great
and will get people ready for it.
Councilmember Etten agreed with most of the comments. He would not be open
to relaxing the City Ordinance year-round as it is a recipe for other messes. He
thought May is good and he loved the education component as well.
Mayor Roe asked if the Council is prepared to adopt the Resolution or would the
Council like this brought back for further discussion.
Councilmember Strahan indicated she was comfortable with the approval but
maybe change the title to Less Mow rather than No Mow because of the misunder-
standing of that.
Mayor Roe thought this could be brought back with a different title for approval.
Recess
Mayor Roe recessed the meeting at approximately 8:34 p.m., and reconvened at approximately
8:38 p.m.
g. Discuss Roseville's 2023 Legislative Priorities
City Manager Patrick Trudgeon briefly highlighted this item as detailed in the Re-
quest for Council Action and related attachments dated November 28, 2022.
Mayor Roe thought the first thing the Council might want to talk about is if there
is anything that should be removed from the priorities list. He stated one that comes
to mind is the Local Option Sales Tax, because the dollar amount based on the
project planning process has significantly changed and he believed the first oppor-
tunity they would have to put it on a ballot, presuming the City got legislative au-
thority to do that at the 2024 General Election, which is two legislative sessions
from now.
