Regular City Council Meeting <br /> Monday,November 28, 2022 <br /> Page 17 <br /> Councilmember Willmus thought the Local Options Sales Tax was something he <br /> would keep as a tool that the Council is going to need to go to the voters with at <br /> some point. <br /> Mayor Roe indicated the reason he brought this up is because a couple of cities <br /> came in the last legislative session and were applying to the Legislature for addi- <br /> tional authority because their projects changed value. He wondered if it was better <br /> to go to the Legislature once with the total value. He did not get the sense that the <br /> legislative committes were thrilled that those applications were coming back for <br /> further funding. <br /> Councilmember Willmus thought the dynamic that is in play right now is the <br /> makeup they have in the Legislature this coming session. <br /> Mr. Trudgeon thought there were some requirements and assumed they will be the <br /> same and that by January 30th of that year, a resolution need to be passed so the <br /> City will need to look at passing another resolution if the City goes for it this year. <br /> It might be a question to ask the representative to see when the best time would be <br /> to introduce it. He thought it was a fair point about inflation,but they want to make <br /> sure they are taking advantage when they can. He would also say the Council <br /> should look at the scope of the projects. Last year there were three,the maintenance <br /> facility,the license center, and the pedestrian bridge over Highway 36. He was not <br /> inclined to go after the pedestrian bridge and thought that caused confusion and <br /> does not resonate with the City's priorities. <br /> Councilmember Etten thought Mr. Trudgeon's suggestion of connecting with the <br /> City's legislators before the Council makes a final decision made sense, under- <br /> standing there is not a huge time window to create something and pass it for the <br /> 2023 session. He was open to that and should check in with the experts. <br /> Mr. Trudgeon indicated the Municipal Hotel Licensing item has received huge <br /> pushback from the hospitality industry because it would apply Statewide and Rep- <br /> resentative Becker-Finn contacted him and she is ready to go with the same bill. <br /> He thought that might be a good option to pursue but maybe some different options, <br /> maybe just limiting it to Roseville, if that is all that can get through. He thought it <br /> might be worthwhile to look at some alternate flexibility on that one. <br /> Councilmember Strahan thought it would be beneficial to add environmental stand- <br /> ards to the rental property developments. <br /> Mr. Trudgeon thought Councilmember Strahan was referring to having the Build- <br /> ing Code give the City the ability to increase standards. He reviewed some of the <br /> things the City is currently able to do. <br />
