RCA Attachment B <br />171 <br />Wetland Buffer Widths <br />Average Buffer Width25 feet <br />Minimum Buffer Width12.5 feet <br />172 <br />173(2)New and existing ponds constructed for water quantity and quality adjacent to new <br />174 development shall maintain a 10-foot vegetative buffer from the normal water level. <br />175(3)Stormwater management BMPs shall not be allowed to be constructed in the buffer area, <br />176 unless approved by the City Engineer.\[RJ11\]\[JF12\] <br />177(4)A permanent wetland buffer monument shall be installed at each lot line where it crosses <br />178 a wetland buffer, and where needed to indicate the contour of the buffer, with a <br />179 maximum spacing of two hundred (200) feet of wetland edge. <br />180(5)Where acceptable vegetation exists in buffer areas, the retention of such vegetation in an <br />181 undisturbed state is required unless an applicant receives approval by the City District to <br />182 replace such vegetation. A buffer strip has acceptable vegetation if it: <br />183 a.Has a continuous, dense layer of vegetation or overstory of trees and/or shrubs <br />184 that have been uncultivated or unbroken for at least five consecutive years, or <br />185 b.Is not composed of undesirable plant species (including, but not limited to: reed <br />186 canary grass, common buckthorn, purpleloosestrife, leafy spurge, and noxious <br />187 weeds), or <br />188 c.Does not have topography that tends to channelize the flow of surface runoff. <br />189(6)If the City determines the existing buffer to be unacceptable, the applicant shall maintain <br />190 the minimum buffer in its undisturbed state but may disturb the remainder of the buffer <br />191 area as long as the buffer area is re-planted with native species and maintained as a native <br />192 habitat. The buffer planting must be identified on the permit application and the buffer <br />193 landscaping shall comply with the following standards: <br />194 <br />195 a.Buffer areas shall be planted with a native seed mix,native plants, shrubs, trees, <br />196 or other\[RJ13\]vegetationapproved by the City., with the exception of a one-time <br />197 planting with an annual nurse or cover crop such as oats or rye. <br />198 b.The revegetation project shall be performed by a qualified contractor. All methods <br />199 shall be approved by the City prior to planting or seeding. <br />200 c.The seed mix shall be broadcast according to the specifications of the selected <br />201 mix including date of application. The annual nurse or cover crop shall be applied <br />202 at a minimum rate of 30 pounds per acre. The seed mix selected for permanent <br />203 cover shall be appropriate for soil site conditions and yellow tag certified free of <br />204 invasive species. \[RJ14\]\[JF15\] <br />205 d.Native shrubs may be allowed to be substituted for native forbs. All substitutions <br />206 shall be approved by the City. Such shrubs may be bare root seedlings and shall <br />207 be plantedat eight foot spacing. Shrubs shall be distributed so as to provide a <br />208 natural appearance and shall not be planted in rows. \[RJ16\]\[JF17\] <br />209 e.Any groundcover or shrub plantings installed within the buffer area are <br />210 independent of any landscaping requirements required elsewhere by the City. <br />211 f. <br />212 to seeding. <br />6 <br /> <br />
