calculation affirms traffic loads on County Road C2 would remain well below the road’s capacity. <br />34 <br />35 Upon reaching consensus on a number of items,the Planning Commission voted 7-0 to recommend <br />36 to the City Council approval of the Conditional Use for a parking lot as a principal use at 2373 and <br />37 2395 County Road C2, based on the information in the staff report, the submitted site plan, and the <br />38 following conditionsas recommended by staff and amended by the Commission: <br />39 a.Theinstallation of an 8-foot wide trail with 5-foot boulevard being installed along County <br />40 Road C2 the length of the three parcels, per the Roseville Pathway Master Plan. <br />41 b.The property owner dedicates a pathway easement to the City for the 8-foot wide pathway <br />42 prior to release of any permits. <br />43 c. Storm water management will be required per watershed and City requirements. <br />44 d. The wetland presentat 2395 County Road C2 is delineated and the property owner/applicant <br />45 meet RCWD’s requirements to replace any permissible wetland loss either onsite or offsite <br />46 through credits. <br />47 e. The improvements meet all applicable requirements of, §1011.03.B, Buffer Area Screening, <br />48 §1011.03.C, Parking Lot Landscaping, §1011.04, Tree Preservation and Restoration in all <br />49 Districts, to the satisfaction of the City Planner, prior to submittal of a building permit. <br />50 f. The site plan is modified such that the employee parking includes a minimum 15-foot setback <br />51 from the property line between 2395 and 2373 County Road C2, or the property owner shall <br />52 legally combine into a single lot negating the need to meet the side yard setback requirement. <br />53 g. The total number of parking spaces shall not exceed 220, with no parking stalls being directed <br />54 towards the residential property to the west. <br />55 h.
