He did not think <br /> that four months was an undue burden on the Council to address this issue. <br /> Councilmember Strahan explained she would actually consider including people <br /> not allowing renewals as the Council talks about proximity and especially with the <br /> person who just came forward on Shryer and called into question what the Council <br /> has already heard from neighbors on Ryan and Tatum as they are in very close <br /> proximity. She noted if there are already three along the South Owasso area, and <br /> if the Council wants to make changes in any other neighborhoods, the City needs <br /> to know what it is working with. She thought the City needed to look at this as a <br /> whole. She agreed with Councilmember Groff and thought this should be done <br /> quickly. She noted that in the past, the City gave a lot of people an opportunity to <br /> weigh in as the Council discovered what it wanted to do initially. She thought this <br /> should be a tweaking of the Ordinance to make sure the City is ahead of this. She <br /> stated the Council cannot look at this wholistically if it is being piecemealed. She <br /> indicated another thing she was concerned about is compliance. In the last couple <br /> weeks, the City has had many people come forward with complaints so she won- <br /> dered how realistic this is to put onto staff who, unlike the compliance checks of <br /> alcohol and tobacco,is supposed to be the monitor. She thought the City needed to <br /> have a system in place for compliance. <br /> Councilmember Etten asked if the Council could see the alternate Ordinance ver- <br /> sion. <br /> City Attorney Tierney indicated the previous version was on her computer so she <br /> could walk the City Council through the current draft and review the changes be- <br /> tween the two. <br /> The City Council indicated that would be helpful. <br /> City Attorney Tierney reviewed the differences with the City Council. <br /> Mayor Roe indicated he was not a hundred percent sure if changes need to be made <br /> and considering the City has had a number of licenses in place as well as a number <br /> of owner occupied in place, it does not seem there is are a lot of issues. He noted, <br /> once again, if people are not reporting, that is another issue. It is also an issue the <br /> City has with owner-occupied single-family homes where people are living perma- <br /> nently. As he mentioned at the January 30th Council meeting and during the com- <br /> ments, a lot of times with long-term renters and homeowners issues that are acute <br /> in a neighborhood,it can go on and on because there is a lot of due process involved <br /> when dealing with those issues. There are also questions about whether people are <br /> reporting issues as well,the potential for retaliation,and that sort of thing. He noted <br /> there are different kinds of issues and all kinds of situations that the City has and <br /> has to deal with. He wanted to make sure that the City is not penalizing people who <br />
