Regular City Council Meeting <br /> Monday, February 13, 2023 <br /> Page 14 <br /> are otherwise doing a good job of operating these short-term rentals because of <br /> concerns about potential future rentals that the City does not know about yet. He <br /> explained he was still not sure about what he wants to do and how he will vote on <br /> all of this. <br /> Mayor Roe thought if the Council does want to look at the changes,it is conceivable <br /> to do that without changing the current Ordinance and let things continue to move <br /> forward and then make the changes when the Council is ready. He thought there <br /> were some legitimate concerns about things going into the potential high-rental <br /> season,rental applications coming in and being considered during that period under <br /> the current scheme, and whether that is a good idea. He also understood the notion <br /> offered by Councilmember Etten to do that pause. He tended to be sympathetic to <br /> allowing the renewals to occur for existing license holders who are in good standing <br /> with the City. He agreed that the City should try to get this wrapped up as soon as <br /> it can. <br /> Mayor Roe stated some things to think about are the spacing and if the Council <br /> should look at the spacing only related to other licensed short-term rentals or does <br /> the Council look at the spacing relative to any other type of rental. Also, should <br /> the Council require rental owners to have more specific rules for their rentals, to <br /> what extent the City could require that, and what that means. He also thought the <br /> Council should discuss the number of short-term licenses,if there should be a limit, <br /> does the Council want to add any regulations to owner-occupied rentals, and how <br /> this relates to long-term rentals as well. Also, would the Council want to consider <br /> or can the City even look at requiring all the license holders to provide contact <br /> information to all property owners within so many feet of their property to help <br /> facilitate the communication concern. He explained there could be a whole host of <br /> other things that have not been thought of,but he wanted to bring up some of these <br /> things to think about. <br /> Mayor Roe stated if the Council were to get into that type of discussion, he would <br /> like to see input from current licensees as well as neighbors. He was not sure how <br /> formal of a group or process that might be,but one of the things that happened with <br /> the original process was COVID as well as staff research and scheduling things to <br /> be on Council agendas for Council discussions. He thought that a group of people <br /> could have those types of discussions in a fairly quick fashion behind the scenes <br /> without being subject to the Council meeting schedule. So, there might be an ad- <br /> vantage to that type of approach and it may make sense to get people who are vested <br /> in the process involved in those discussions. <br /> Councilmember Strahan noted one thing that has not been mentioned is whether <br /> the City permits management companies to be managing short-term license units. <br /> Then, if someone does have multiple units that are being rented as an owner occu- <br /> pied, does that change their ability to recertify their house as a multi-density hous- <br /> ing designation or the number of units that can be rented out of a single home.
