Regular City Council Meeting <br /> Monday, February 13, 2023 <br /> Page 7 <br /> Councilmember Etten explained he would like to have a future discussion on the <br /> City's off-sale first penalty. He understood why this is the way it is but thought the <br /> Council should look at it further. <br /> h. Continuation: Consider Issuance of a Short-Term Rental License for 1901 <br /> Ryan Avenue <br /> Building Official David Englund briefly highlighted this item as detailed in the Re- <br /> quest for Council Action and related attachments dated February 13, 2023. <br /> Ms. Julie Stueve, owner at 1901 Ryan Avenue, addressed the City Council. She <br /> clarified that she and her sister purchased the property in December 2022 and have <br /> eight children between them. She noted they are from Pennsylvania and their par- <br /> ents still live in Pennsylvania. The property was purchased with the intent of hav- <br /> ing a place to stay for the parents when they come and visit for long periods of time, <br /> hoping that between stays this could be used as short-term rental. The short-term <br /> rental license has been applied for and when Mr. Englund told them they would not <br /> be able to get that license for months, they applied for the long-term rental license <br /> and got that on December 14, 2022. They were able to rent it to some traveling <br /> nurses for thirteen week stints, which is within the long-term rental agreement. She <br /> indicated they were not trying to do anything unlawful and are trying to do every- <br /> thing correctly. The home is rented but not as a short-term rental until the license <br /> is approved. She explained ideally they would like to keep this house and poten- <br /> tially move their parents in at some point. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming for- <br /> ward. <br /> Council Discussion <br /> Councilmember Etten noted that he had originally asked this be tabled based on <br /> feedback from neighbors and he appreciated the work of staff and information from <br /> the applicant. <br /> Etten moved, Strahan seconded, approval of a one-year Short-Term Rental License <br /> for 1901 Ryan Avenue. <br /> Roll Call <br /> Ayes: Groff, Strahan, Etten, Schroeder, and Roe. <br /> Nays: None <br /> Consider an Ordinance Amending Title 9, Section 909 of the City Code in Or- <br /> der to Stop Issuance of New Short-Term Rental Licenses <br />
