C. Launching ramp facilities, including a small dock for loading and unloading 442 <br />equipment, may be provided for use by occupants of dwelling units. 443 <br />D. A legal instrument must be developed that: 444 <br />a. Specifies which tenants and/or lot owners have authority to use the facilities; 445 <br />b. Identifies what activities are allowed. The activities may include watercraft 446 <br />launching, loading, storage, beaching, mooring, docking, swimming, sunbathing, 447 <br />or picnicking; 448 <br />c. Limits the total number of vehicles allowed to be parked in any parking area 449 <br />specifically dedicated to the centralized facilities and the total number of 450 <br />watercraft allowed to be continuously moored, docked, or stored over water; 451 <br />d. Requires centralization of all common facilities and activities in the most suitable 452 <br />locations on the lot to minimize topographic and vegetation alterations; and 453 <br />e. Requires all parking areas, storage buildings, and other facilities to be screened 454 <br />by vegetation or topography as much as practical from view from the public 455 <br />water, assuming summer, leaf-on conditions. 456 <br />E. Accessory structures and facilities, except water oriented accessory structures, must 457 <br />meet the required structure setback and must be centralized. 458 <br />F. Water-oriented accessory structures and facilities may be allowed if they meet or 459 <br />exceed design standards contained in Section 1012.03.G.3 of this ordinance and are 460 <br />centralized. 461 <br />b. Subdivisions of two-family (duplexes), three-family (triplexes), and four-family (quads) are 462 <br />conditional uses on Natural Environment Lakes and must also meet the following standards: 463 <br />i. Each building must be set back at least 200 feet from the ordinary high water level; 464 <br />ii. Watercraft docking facilities for each lot must be centralized in one location and serve all 465 <br />dwelling units in the building; and 466 <br />iii. No more than 25 percent of a lake’s shoreline can be in duplex, triplex, or quad 467 <br />developments. 468 <br />c. An accessory dwelling unit may be allowed as long as the standards of Section 1011.12.B.1 469 <br />and i and ii below are met: 470 <br />i. The minimum lot size for a detached ADU must meet the two-family (duplex) standard 471 <br />for the lake type. 472 <br />ii. A detached ADU must be located or designed to reduce its visibility as viewed from 473 <br />public waters and adjacent shorelands by vegetation, topography, increased setbacks or 474 <br />color, assuming summer leaf- on conditions. 475 <br />d.
