ATTACHMENT A <br />1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 <br />5 * * * * * * * * * * * * * * * * * <br />6 <br />7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />8 Roseville, County of Ramsey, Minnesota was duly held on the 24th_day of April 2023, at 6:00 <br />9 p.m. <br />10 <br />11 The following members were present: , , , , and Mayor . <br />12 and the following were absent: . <br />13 <br />14 Member introduced the following resolution and moved its adoption: <br />15 <br />16 <br />17 RESOLUTION No. <br />18 <br />19 WHEREAS, in December of 2022, City Staff became aware of two micro housing units (the <br />20 “Units”) placed on a vacant property at 2555 Victoria Street N owned by and adjacent to Prince of <br />21 Peace Lutheran Church which is zoned LDR, Low Density Residential; and <br />22 <br />23 WHEREAS, after further investigation and conversations with Prince of Peace, on February 1, <br />24 2023, City staff sent a letter notifying Prince of Peace that the Units were not in compliance with <br />25 the City zoning and other safety codes requiring dwellings to be on a foundation, connected to City <br />26 water, and connected to City sewer; and <br />27 <br />28 WHEREAS, on February 10, 2023 Prince of Peace submitted a formal response to the <br />29 noncompliance letter requesting toappeal of the staff determination the Units are not legal <br />30 dwelling units and must be removed from the property; and <br />31 <br />32 WHEREAS, on March 6, 2023, the City Council, acting as the Board of Adjustment and Appeals <br />33 (the “Board”) held a public meeting on the appeal of the staff determination; and <br />34 <br />35 WHEREAS, the Board determined that the Units are not buildings, dwellings, or dwelling units in <br />36 compliance with the zoning code, are not in compliance with City Code sections 801.6, 802.3, and <br />37 906.05; and <br />38 <br />39 WHEREAS, the Board ordered that the Units be removed, but stayed enforcement of that order <br />40 for sixty (60) days; and <br />41 <br />42 WHEREAS, since March 6, 2023, City Staff have been working with Prince of Peace on how to <br />43 bring the Units into compliance with the City Code; and <br />44 <br />RS160\\5\\870388.v1 <br /> <br />
