Sanitary sewer along the corridor and serves all parcels/residents.
Private Utilities
Gas, electric and communications/fiber exist along the corridor. Some are buried
and some exist overhead on poles running along the northern right-of-way.
Residents have commented on the high frequency which the pole mounted utilities
have fallen and on the high frequency that utility crews work on the utility cabinet
located along the corridor.
As with all water and sewer services in Roseville, the property owner owns the
service from their building to the watermain or sewer main located in the right-of-
way.
F. Driveways
As a part of plan preparation, staff will review the size, location and material of all
existing driveways in an effort to bring them into conformance with City Code at
the time of reconstruction. This primarily means that driveways will be a maximum
of 26 feet wide within the right-of-way.
G. Trees
A city-wide tree inventory of city owned trees is being completed by the Parks and
Recreation Department and will be shared with Public Works. Impacts to or remove
of trees will be evaluated in detail design. In 2023 the Northern Long Eared Bat has
been declared endangered and impacts to trees in potential nesting areas is
discouraged during breeding season.
PROPOSED CONSTRUCTION
The project goals presented at the City Council meeting in 2022 included designing a street that
fits the neighborhood and reduced speeds. During public engagement four design elements
stood out and were debated during the preliminary design process: the presence of medians,
the presence and location of parking, the location of an off -road pathway, and the Fulham
Street intersection alignment. The recommended layout proposes the following elements and
alignments. The reasoning behind the recommendations and more details on what was heard
from public stakeholders is included in the next section of this report.
Project 24-02 County Road B Reconstruction Feasibility Report
11
