Curb and gutter is proposed along the entire length of the County Road B <br />reconstruction segment — see stormwater section below. <br />2. Pathway <br />An 8 foot wide bituminous pathway is proposed on the south side of County <br />Road B east of Fulham and on the north side west of Fulham. Options discussed, <br />since the second public engagement in 2021, crossed the trail from the north <br />side to the south side of County Road B either at St. Croix or at Fulham. <br />Residents preferred different options; residents on the corridor west of Fulham <br />typically preferred having the path on the opposite side of the road from their <br />property. The recommended layout proposes to have the path crossing on the <br />west leg of the County Road B and Fulham intersection. A new four-way stop <br />sign is proposed at Fulham to provide a safer crossing that an uncontrolled <br />crossing would be at St. Croix. Additionally, by shifting the trail to the north side <br />beginning west of Fulham St, there should be less pedestrian crossings needed, <br />especially for residents walking to the new park. Overall, staff believes the <br />recommended pathway location is the safest location. <br />3. Parking <br />A parking survey was done August 24 through September 10, 2021. Staff mailed <br />the survey to residents on County Road B and the adjacent neighborhoods to <br />gauge the needs for parking. The desire for parking was fairly split between <br />residents wanting one side of the street for parking (34%), some parking (32%) <br />and fully eliminating parking on County Road B (34%). The parking bay proposed <br />at the new park is designed to hold 6 cars, three other parking bays proposed <br />along the corridor are each proposed to hold 3. While the survey indicated the <br />parking is desired by over 60% of survey respondent, nobody seems to want it in <br />front of their property. Since a reconstruction of a roadway is typically a 50 year <br />decision and the design should not be completely driven by an individual <br />property owner, staff has tried to balance feedback from residents, where <br />parking is not allowed on side streets and/or the side street is further away from <br />properties, and has proposed three locations along the corridor in addition to in <br />front of the new park (at 2330/2322 County Road B, just west of Acorn Rd on the <br />north side of County Road B, and between 2121/2101 County Road B). <br />4. Road Alignment <br />The alignment of the proposed road and path were updated from prior layouts <br />to better mitigate impacts to residents —the recommended layout has small <br />shifts in the road centerline to attempt to keep the proposed road and path atop <br />the existing 32-40 foot paved surface. <br />Fulham south of County Road B is offset within the existing right-of-way and <br />offset from Fulham north of County Road B.
