There was substantial push back from the Midland Hills Golf Course <br />and various residents and/or members of the club as it would cause a cascade of <br />impacts to the golf course if they would need to relocation their cart path <br />outside of the right-of-way (which currently exists in the right-of-way via an <br />encroachment permit). Staff is no longer pursuing the realignment due to the <br />low crash history at the intersection, the minimal number of movements that <br />cross County Road B on Fulham, and the safety improvement proposed with the <br />installation of a four-way stop. <br />5. Traffic Management <br />Narrowing the roadway is anticipated to reduce driver speeds. Medians were <br />discussed as an option in prior meetings, but they provide nominal traffic <br />calming, especially when compared to their added construction costs and <br />additional required maintenance effort. The only median in the recommended <br />layout is a short layout located at Cleveland that will still provide full access to <br />the Cleveland Service Drive while allowing for some plantings and creating a <br />gateway that alerts drivers to a corridor that differs from east of Cleveland. <br />Additionally, the proposed four way stop at Fulham, although not a traffic <br />calming device, will reinforce that pedestrians have right of way when crossing <br />the street and provide for a safer crossing. <br />Stormwater <br />Stormwater runoff will be captured by the new curb and gutter throughout the <br />corridor. It will be routed into existing and new stormsewer. Opportunities to <br />provide curb cuts and allow for runoff to enter roadside raingardens will be <br />considered during detail design. Draintile will or storm sewer will be added to drain <br />existing low spots as needed. Erosion control during construction will be done in <br />accordance with regulations and to maintain water quality. <br />J. City of Roseville Watermain <br />Replacement of the watermain is not proposed with the project, however <br />watermain structures, such as manholes, valves and hydrants, may be adjusted or <br />replaced wit the project. Providing a new watermain from County Road B to the <br />existing watermain on the Cleveland Service Drive will be considered during detail <br />design. Providing this connection will provide a better network for the water. <br />K. City of Roseville Sanitary Sewer <br />The existing manholes and other structures will be adjusted and repaired as <br />necessary for this project. The intent is to line the sanitary sewer mains in advance <br />of the project. <br />L. Private Utilities <br />Private utility companies have been notified that this project is being considered for <br />construction in 2024. It is their responsibility to relocate facilities within the right-of- <br />way that interfere with the City's proposed project.
