Regular City Council Meeting <br /> Monday,November 6, 2023 <br /> Page 3 <br /> Mayor Roe asked why the pathway is on the north side on the western portion and <br /> then moves to the south side as it moves to the east. <br /> Ms. Lowry reviewed the plans with the Council indicated there are parks along the <br /> pathway on both the north and south sides and people will need to transition <br /> depending on which direction to cross the street to get from north to south without <br /> have a pathway on both sides. <br /> Mayor Roe asked Ms. Lowry to explain what the criteria was for deciding where <br /> locations of the parking bays should be. <br /> Ms. Lowry reviewed the parking bay locations with the City Council. <br /> Councilmember Strahan asked what limitations,if any,would be placed on the uses <br /> of the parking bays. <br /> Ms. Lowry explained the existing City Code does not have a lot of parking <br /> restrictions so this would not be proposed to have different parking restrictions than <br /> are in place citywide. Specific to RVs, the City Code addresses that it can only be <br /> four days of duration. There is an existing code for that. There is also a code <br /> addressing trucks and as far as cars the City does not have restrictions on durations <br /> of parking unless it snows. <br /> Councilmember Strahan wondered if there has been any consideration of adding <br /> one set of parking on the two streets that had restrictions. <br /> Ms. Lowry explained per City Code, it calls for any road that is 24-26 feet wide to <br /> have no parking and that is mostly to maintain minimum widths for fire trucks and <br /> emergency vehicle clearances which is why those two streets have restricted <br /> parking and similarly why this road would as well. She explained without changing <br /> the code or without changing the width of those streets the City would not allow <br /> parking on them. <br /> Councilmember Strahan wondered what accommodations or plans were made for <br /> signing the curb in front of the park for handicap access so it would be provided <br /> and assumed in that area. <br /> Ms. Lowry explained staff has not gotten to that but will work through that in detail <br /> design with parks and what their standard and expectations are. <br /> Councilmember Schroeder asked as far as the assessment, when part of the project <br /> would be billed to the residents. <br />
