After a final draft Contract has been negotiated, City staff will present a recommended Contract <br />to the City Council. The City Council may then award the Contract and authorize staff to execute <br />it. <br />It is anticipated the new Recycling contract will be executed by approximately June 18, 2021, <br />and collection operations under the new Contract will commence on January 1, 2022. Transition <br />operations under the new Contract, such as cart switches and related public education, may occur <br />prior to collection operations. <br />4.2 Assumptions to be used for Proposals <br />The City shall use following assumptions for purposes of evaluating all proposals on the same <br />basis: <br />Annual recyclable tonnage collected curbside under the City contract = 3,300 tons per <br />year. <br />Annual recyclable tonnage collected at Multi -Unit Dwellings under the City contract = <br />600 tons per year. <br />Single Unit Dwellings and other units that receive curbside service using curbside bins = <br />9,434 units. <br />Multi -unit dwellings that will receive respective collection service = 6,574 housing units <br />at 94 locations. <br />Annual recyclable tonnage collected at City Parks = 3.5 tons per year <br />4.3 Proposal Contents <br />Qualified proposals must include the Proposal Content Checklist (Attachment B) and all items <br />listed on the checklist. <br />4.4 Proposal Evaluation <br />Table 2 displays the proposal evaluation criteria and category weightings that will be used to <br />score and rank proposals submitted. Respondents must meet minimum qualifications; this <br />criterion will be evaluated on a "pass/fail' basis as determined by the relevant experience, <br />references, and capacity.
