2.5.4 City Parks <br />Contractor shall provide a proposal for recycling services in City Parks. The proposal should <br />include servicing carts adjacent to parking lots and buildings (less than 25 feet from parking lot), <br />and on trails/pathways on a dollar -per -pull basis. <br />The Contractor shall use a smaller vehicle appropriate for driving on City Parks trails. The <br />Contractor shall comply with the Roseville Parks Safety Plan <br />(http://www.cityofroseville.com/436/Recycling). Contractor shall submit its operating plan, <br />including vehicles, for City review and approval. <br />The Contractor should also provide a recommended schedule for servicing the parks and include <br />a removal and placement plan of carts in the spring and fall. Actual schedules will vary <br />depending on weather. The Recycling Coordinator will inform the Contractor on scheduling the <br />servicing, dates for removal, and placement of the carts. <br />Exhibit D, City Buildings and Parks Recycling, contains the maps and list of parks and number <br />of carts that will need servicing either weekly or every other week. <br />Contractor will provide carts, dumpster, or other mutually agreed upon containers to facilitate <br />municipal facility recycling service. <br />2.5.5 Zero Waste Events <br />Roseville holds four Zero Waste events each year at which Food Scraps are collected for <br />composting: <br />• Earth Day Celebration (third Saturday in April). <br />• Taste of Rosefest (fourth Thursday in June). <br />• Run for the Roses (fourth Saturday in June). <br />• Wild Rice Festival (second Saturday in September). <br />The Contractor shall be responsible for attending the events to staff and monitor the Zero Waste <br />collection stations and educate residents. Prior to the event date, the Contractor will also be <br />responsible for educating any vendors that attend and hand out, sell, etc., any goods or services. <br />All material (Food Scraps, Recyclables, trash) collected shall be the responsibility of the <br />Contractor for appropriate processing or disposal. Food Scraps shall be disposed of at a <br />permitted composting facility. After the event, the Contractor shall provide a report to the City, <br />highlighting the amount recycled, composted, and landfilled. The report shall also include ways <br />to improve diversion at the event and any other successes/opportunities that were identified. <br />2.5.6 Curbside Collection of Residential Food Scraps <br />The City may consider the option to offer curbside Food Scraps (food waste and non -recyclable <br />paper) collection during the term of the Contract. The City retains the rights to initiate <br />negotiations with the Contractor to implement curbside Food Scraps collection. <br />Recycling Services Contract 2022-2025.doc • A-10 <br />Page 48 of 348 <br />
