2.5.7 Opt -in Program <br />The City allows small businesses and faith organizations to opt in to the City's recycling <br />program through an application process. To opt in, organizations and businesses need to send in <br />an application to the City, have a similar composition to a SUD, and be able to recycle materials <br />in a 96-gallon recycling cart. If these requirements are met, the City will approve the opt -in <br />application and provide the information to Contractor. The Contractor is then responsible to drop <br />off the cart(s) and start collection on the next scheduled service date. <br />2.5.8 Procedure for Non -Targeted Materials <br />If the Contractor determines that a resident has set out noticeable and significant Non -Targeted <br />Materials, the driver shall use the following procedures: <br />2.5.8.1 Curbside <br />Contractor shall leave the Non -Targeted Materials and leave an "education tag" indicating <br />acceptable materials and the proper method of preparation. <br />If the Non -Targeted Recyclables have been tipped into the collection truck, the driver shall <br />record the address of the stop, and leave an education tag on the cart. The address shall be <br />recorded on a form acceptable to the City. Contractor shall report the addresses to the City <br />Recycling Coordinator at the end of each month. <br />Upon request of the City, the Contractor will undertake additional efforts to educate the resident <br />or owner regarding proper materials preparation. These additional education efforts shall be <br />conducted at no additional cost to the City. <br />2.5.8.2 Multi -Unit Dwellings <br />Contaminated carts or dumpsters of material will not be collected, and a tag will be left <br />indicating the reason the material is unacceptable. The Contractor shall also notify the City <br />Recycling Coordinator within one business day by email that the material was left and the reason <br />that the material was unacceptable. It will be the responsibility of the Contractor to obtain <br />cooperation from the building owner/manager in removal of trash and separation of acceptable <br />materials so that the carts can be serviced. The Contractor shall provide the City with a minimum <br />of one month's notice of any multi -unit education campaign plans. <br />2.6 City's Annual Recycling Public Education Flyer <br />The Contractor will be responsible for publishing and dispersing an annual public education flyer <br />to be sent to all residents that contains the following recycling information: <br />• List of materials to be included for recycling. <br />• List of materials excluded that cannot be recycled in the City's program. <br />• How to prepare materials. <br />• How to receive additional information about the program. <br />• Annual calendar of curbside recycling districts. <br />Recycling Services Contract 2022-2025.doc • A-11 <br />Page 49 of 348 <br />
