Action will be taken at the Feb. 2l <br />meeting. <br /> <br />The clerk read a letter from B. H. Loftsgaarden advising us that the <br />abstracits :aelative to the purchase of property from Geo. Reiling are <br />being held in his file. It is the obligation of Mr. Reiling to supply <br />the Tillage a properly certified and up to date abstract to complete <br />the transaction. <br /> <br />Correspondence was received from the County Engineer informing us that <br />there are 14 street lights on State Trunk Highways at village street <br />intersections which the County has been paying for. The County Attorney <br />ruled this procedure to be illegal and will not approve claims for these <br />lights. The Village must decided whether to take over these lights or <br />have Northern States Power Co. remove them. The letter was referred to <br />the Village Engineer for checking. <br /> <br />The League of Minn. Municipalities reported that a Federal Aid Highway <br />Conference is to be held on Feb. 17, 1956 in the State Office Building <br />Auditorium. Mr. Carley and Mr. Hammersten stated they plan to attend. <br /> <br />Attorney Robert Gearin. gave his legal opinion regarding the subject <br />matter contained in a letter from the Planning Commission in which they <br />recommended to the Village Council that an ordinance be passed affixing <br />a levy of $25 per unit of new residential construction, this levy to be <br />paid at the time the building permit is issued. Proceeds of this levy <br />to go into a parks and playgrounds fund. <br />He reported that such a levy is not legal but it is legal for the village <br />to require a certain portion of the land in any proposed plat to be <br />set aside and dedicated to the public for parks,and playgrounds. These <br />requirements, however, must be reasonable. <br /> <br />Mr. Hammersten stated that a businessman was in the office inquiring of the <br />~ossibility of locating an industry near Lexington and the Northern <br />acific Railway tracks.
