Communication Items <br />38 Assistant Public Works Director/City Engineer Lowry provided a brief review and <br />39 update on projects and maintenance activities listed in the staff report dated <br />40 November 28, 2023. <br />41 <br />42 5. Recycling RFP Discussion <br />43 Environmental Manager Ryan Johnson made a presentation on the 2024 Recycling <br />44 REP. <br />45 <br />46 Chair Ficek indicated the City's current contract has a one or two-year extension <br />47 and he wondered if that has been ruled out. <br />48 <br />49 Environmental Manager Johnson explained the City would not want to extend this <br />50 contract because the City is looking at getting the savings out of getting the carts <br />51 out. Staff is not ruling out for certain, if there is a big push to extend then the City <br />52 will do that. Adph- <br />53 <br />54 Member Fergus explained the information states there is an approximate fitty- <br />55 thousand -dollar maintenance cost for the carts and if the carts were to get stolen or <br />56 destroyed, the Voss memo mentioned RFID tags, which he assumed has an <br />57 additional cost, but he suspected someone is looking at the cost of RFID tags versus <br />58 what is saved. <br />59 <br />60 Environmental Manager Johnson explained they have actually gone away with the <br />61 RFID tags. Residents thought this was very big brotherish that they knew the carts <br />62 were actuallythere and residents thought by reading the RFID tagthat people would <br />63 be found to have not put out recyclables of things like that. What the contractors <br />64 are doing now is using cameras that are rolling the entire time to protect the driver <br />65 and City and even a resident from missed pickups, damage, etc. <br />66 <br />67 Member Fergus explained the pickup in the park, Environmental Manager Johnson <br />68 was talking about the amount picked up and from his own observations it did not <br />69 seem like recycling in the park was not well separated which he would assume is <br />70 then adding more contamination so he wondered if there was any discussion or <br />71 thought given to whether the park bins are adding more contamination to the whole <br />72 stream and maybe not a good thing to do. <br />73 <br />74 Environmental Manager Johnson explained that always comes up and Park staff <br />75 actually does a very nice job with keying in on the recycling areas that are <br />76 problematic and actually help staff out a lot by going to the cart and pulling out <br />77 some of the materials to clean it up. <br />78 <br />Page 2 of 4 <br />Page 4 of 82 <br />
