Regular City Council Meeting <br /> Monday,January 8, 2024 <br /> Page 7 <br /> huge amount of money on a license center he thought the City could more <br /> affordablyrent space. <br /> Mayor Roe closed the public comment as there was no one else coming forward to <br /> speak. <br /> Mayor Roe explained that the questions on ballot is very much outlined by State <br /> Law as to what the City can and must say in the ballot questions, as he understands <br /> it. That will be what determines what the question is. He believed the City had to <br /> have a separate question for each project. <br /> Mr. Trudgeon explained the question is whether or not the City of Roseville can <br /> institute a local sales tax. It is not going to be an either-or situation. The question <br /> will not be drafted by him,but will go through legal counsel review as well as being <br /> reviewed by the Council. There will be a lot more to come regarding that question. <br /> He indicated he would defer to the City Attorney on this. <br /> City Attorney Tierney indicated what is required on the ballot question. Items <br /> include what percent is being asked for, the total amount that would be raised by <br /> the sales tax, and how long the sales tax will be in effect. She knew those three <br /> elements are in every question she has ever seen and if there are two projects, they <br /> are separated and there is a separate question for each project. <br /> Councilmember Strahan indicated she has expressed her concern before and <br /> continues to express concern that the City has a very supportive taxpayer base that <br /> is generally supportive of projects the City takes on, but the City is giving them a <br /> very specific ask and not providing a value add to something. This is not a <br /> community building so she understood where the need is for it but she thought it <br /> was an interesting piece because throughout all the conversations with the <br /> community, it was not the top ask. She thought it would be interesting to see how <br /> the City positions this in a way that people are willing to put that kind of tax money <br /> into that over a long period of time, especially with the regressive nature of a sales <br /> tax that is concerning of the disparate income, how it affects those who are poor, <br /> disproportionately. She thought there was an ongoing concern that it had been <br /> decided for four or five years that it is going to be this outcome and it does not seem <br /> like there is any going backwards. <br /> Councilmember Groff asked whether, once the City meets that dollar amount, the <br /> tax stops so it may be twenty years but could be less than that. <br /> City Attorney Tierney indicated that is correct. <br /> Councilmember Schroeder thought if the City was going down this sales tax path, <br /> it was important that it is done correctly.
