Regular City Council Meeting <br /> Monday,January 8,2024 <br /> Page 8 <br /> have the right resources to help the City do this and that is why she will support <br /> this,because it makes sense. <br /> Schroeder moved, Groff seconded, to enter into a professional services agreement <br /> as shown in Attachment 3 with Rapp Strategies for Referendum Communication <br /> Services. <br /> Council Discussion <br /> Councilmember Groff agreed that the City needs to have the right resources and <br /> needs to be clear with the public about why the City is doing this. <br /> Mayor Roe explained one of the things the City has heard from the residents over <br /> the years is the desire to have folks who do not live in Roseville but spend money <br /> in Roseville help pay for the things that cost Roseville to do. <br /> Roll Call <br /> Ayes: Etten, Schroeder, Groff, and Roe. <br /> Nays: Strahan <br /> d. Consider Commission Reappointments and Process for 2024 <br /> Assistant City Manager Rebecca Olson briefly highlighted this item as detailed in <br /> the Request for Council Action and related attachments dated January 8, 2024. <br /> Councilmember Groff thought the process in the past was good and helped the <br /> Council. <br /> Councilmember Strahan agreed and thought the process was well laid out. She liked <br /> the document in the packet. She felt much stronger about the return candidates and <br /> did not think she needed to interview all of them this time. The one thing she would <br /> like down the road, at some point, is to have a conversation about how the City can <br /> help strengthen and direct the work of the HRIEC, given the high turnaround and <br /> what the City can do to make the expectations for people seeking that role <br /> consistent with what they are doing. <br /> Mayor Roe noted that was a sneak peek at an upcoming future agenda item because <br /> as part of the Council's conversation about the changes to the Commissions,which <br /> Councilmember's Schroeder and Etten have been working on, one of the requests <br /> was to soon have the HRIEC in a joint discussion with the Council about their <br /> requested changes. <br /> Etten moved, Strahan seconded, to approve the processes outlined, and to declare <br /> the vacancies as outlined. <br /> Roll Call <br />
