0 <br />D. <br />co a modified ISP application received on <br />December 7, 1988; and <br />d. a supplemental information on air quality <br />analysis, State Implementation Plan conformance, <br />and noise analysis received on March 16, 1989. <br />All of the above materials were used in determining the <br />conditions of this permit. Assumptions contained in <br />the ISP application for the Centre Pointe Business Park <br />project involving density of land use and/or level of <br />development, and resultant trip generation, trip <br />distribution, and air quality were used as the basis <br />for authorization of construction as noted above. <br />Except as permitted in Part III.D, Design Changes, <br />changes in these assumptions are not permitted by this <br />permit. <br />Definitions <br />1. Authorization of construction. The phrases "the <br />second permittee may authorize construction" or <br />"receipt of authorization of construction" from the <br />second permittee mean the second permit�ee may <br />authorize or allow the issuance of any necessary <br />building or grading permits for construction or <br />approve final site plans. <br />2. Authorization of occupancy. The term "authorization <br />of occupancy" means that the second permittee may <br />issue an occupancy permit. <br />3. Builder. The term "builder" shall mean any person or <br />persons with whom a developer has contracted to <br />commence construction on any portion of any project <br />covered by this permit for which final site approval <br />has been received from the Roseville City Council. <br />4. Commencement of construction. The term "commencement <br />of construction" shall have the same meaning given it <br />in Minn. Rules Parts 7001.1250, subp. 7. <br />5. Commissioner. The phrase "Commissioner" shall mean <br />the Commissioner of. the Agency. <br />6. Design changes.
