' . Page 7 <br />7. The noise levels in the area already exceed the state noise standards by <br />one to five dBA. The project will increase that situation by one to three <br />dBA. This will not be a substantial adverse change. <br />8. The project will have little affect on the vegetation and wildlife in the <br />area. Said species being typical to urban areas and not on the endangered <br />or threatened lists. <br />9. The project will generate additional traffic which will use up some of the <br />available capacity in the existing or proposed facilities which surround <br />the site. The resulting conditions will not be unusual of severe, however, <br />and will not cause a substantial adverse change on the traffic system. <br />10. The project is eonsiatept with the comprehensive plan and the city's tax <br />increment plans for the area as most recently considered. <br />11. There are no known historical, archaeological, architectural or special <br />aesthetic resources on the site to be affected by the project. <br />12. There are no parks, farm lands, gild or scenic rivers on the site. <br />13. The project will result in najor modifications to the existing water and <br />sanitary sewer facilities that exist on the site. These will be replaced <br />through new utility systems to be built on the site and funded primarily <br />by the project. <br />RECOMMENDATION <br />It is recommended that the city council adopt a negative declaration finds <br />ng <br />that a full environmental impact tatement for the Centre Pont Business Pnt�c <br />Is not required. It is further recommended that this report together with the <br />other documentation be maintained as a record of the EIS decision including the <br />specific findings, facts, and concluulons. <br />
