LARKIN, HoxrFmAN, DAI.Y & LINDoREN, LTD. <br />Mr. Craig Waldron <br />November 26, 1985 <br />Page 4 <br />Garrett Trucking Company currently occupies the southern one -quarter <br />of the Property. The balance of the Property consists of existing <br />residential uses or vacant land. <br />EXISTING AND PROPOSED LAND USES IN THE VICINITY OF THE PROPERTY <br />As described throughout this letter -memorandum, the Property is the <br />gateway to the City from the north. Attractive redevelopment of the <br />Property therefore has the potential to set the tone for economic <br />development throughout the entire northwest quadrant of the City. As <br />described throughout this letter -memorandum, Interstate 35W forms the <br />western border of the Property. Business, and industrial uses are <br />located across Interstate 35W to the west. Business uses are also <br />located to the extreme north of the Property. Low and medium density <br />residential uses are located across Cleveland Avenue to the east. <br />Further to the south and east of Cleveland Avenue are a number of <br />existing industrial uses including Roberts, Dorso American, Midwest <br />Motor Express, Greutch, Indianhead Trucking, Inc., and Mueller <br />Transportation. An existing pond on land owned by the Minnesota <br />Department of Transportation borders the Property on the extreme <br />south. A second ponding area is located east of the Property across <br />Cleveland Avenue. <br />RELATIONSHIP TO 1980 ROSEVILLE COMPREHENSIVE PLAN AND <br />1982 ROSEVILLE REDEVELOPMENT AND TAX INCREMENT FINANCING PLAN <br />The 1980 Roseville Comprehensive Plan (the Comprehensive Plan) <br />designates the Property a mixture of industrial, medium density <br />residential (up to 10 dwelling units per net acre), and low density <br />residential (up to four dwelling units per net acre) uses. The <br />applicant has requested an amendment of the Comprehensive Plan to <br />provide for business designation on the entire Property to allow for <br />construction of the Centre Pointe Development. <br />The Property is also located within a redevelopment area generally <br />bounded by tha City limits on the west and north, Snelling Avenue on <br />the east, and Trunk Highway 36 and Highway 280 on the south and <br />southwest. The entire redevelopment area has been established as a <br />Development District under the authority of the Municipal Development <br />Districts Act, Minn. Stat. S 472A(01). Consistent with the purposes <br />)of 1982 Roseville Redevelopment and Tax Increment Financing Plan (the <br />Redevelopment Plan), the Property is proposed to be included in a <br />separate tax increment district pursuant to the Minnesota Tax <br />Increment Financing Act. The City Council, at its December 16, 1985, <br />meeting, will consider the applicant's companion tax increment <br />financing request together with its pending application for amendment <br />of the Comprehensive Plan, B-4 rezoning, and approval of a PUD special <br />use permit. <br />
