Concordia School Site Meeting Notes Page 2 <br />Nancy Reiter stated there should be a combination of housing types <br />on the site, including quality Manor homes. <br />Rhody said the housing should be "pricey" enough that people will <br />be motivated to maintain it. He also expressed the concern that <br />higher priced homes may be difficult to sell adjacent to Highway <br />36. <br />Councilman Kehr stated that the city should keep the site zoned <br />R-1, Single Family Residential. He said the homes being developed <br />by Art Mueller, near Gluek Lane, are a good solution for the site. <br />Kehr said that berms, with trees, could be constructed to abate <br />noise and create a nice community. He also stated that sales may <br />be slow at first, but once the development starts it will be <br />successful. <br />Kenr said there should be no more apartments in the city,, and no <br />zero lot line housing. He also added it is important to bring <br />families into the city to help maintain the quality of city <br />schools. Kehr-stated there sh,)uld be no tax increment financing <br />on the site. <br />Pat Johnson stated the city needs to be able to say what it wants <br />on that site, so it can be up -front with developers. Johnson <br />added that existing policies may need to be changed or withheld.' <br />An unidentified resident stated that because of the city's excel- <br />lent location and parks, it can produce a market for upscale <br />homes. <br />An unidentified resident stated there were objections to a pre- <br />vious proposal because of the Recreation Center and tax increment <br />financing. The resident added that from an economic standpoint, <br />maybe the site could not be developed totally as single family <br />residential. <br />Kehr said that single family homes would sell on the site. <br />Goedeke stated $3.6 million may be too high to pay for that <br />particular site. <br />An unidentified resident stated that it's not up to the city to <br />bail the school out. <br />Johnson stated this is a unique site which needs some unique <br />feature. <br />Reiter stated there should be no more commercial strip malls. <br />Commissioner Stokes stated the $3.6 million price seemed to be a <br />commercial rate which would make single family, detached housing <br />not economically viable on the site. Stokes expressed his <br />opinion that $250,000 homes are not viable on the site, but some- <br />thing a cut above the average sale price would make sense. <br />
