Lincoln Companies, Case No. 1824 Page 2 <br />4. The application is for the division of an existing platted <br />lot (all of the 9.68 acres is now Lot 1, Block 1, Krank <br />Addition). The drawings submitted are in the form of a <br />preliminary plat which will be Krank. Second Addition, which <br />will divide the property into two lots (north and south of <br />Terrace Drive), plus right-of-way for Terrace Drive <br />(east -west), and an additional 25 feet of right-of-way for <br />Lincoln Drive on the east side of most of the --operty. You <br />will note by examining the reduced drawing of the <br />preliminary plat the configuration of this proposed <br />right-of-way. <br />5. <br />The i`rz.ffic studies conducted by Barton Aschman as a part of <br />the County Road C Study recommended that the future Terrace <br />Drive as extended westerly from Snelling Avenue should! be <br />100 feet in width. This development proposal provides-8b:__ <br />feet of right-of-way plus 10 feet of easement on both sides, <br />equalling a total of 100 feet. As a part of this <br />development a sidewalk will be constructed on the 10 foot <br />easement, as you will note in the development plan. As a <br />result of the easement dedication versus the full 100 feet, <br />the setback for parking and any future buildings would be <br />measured from the right-of-way dedication line. <br />It should be emphasized that the applicants in this case are <br />dedicating this right-of-way without cost to the City, which <br />may not be the circumstances in future extensions of Terrace <br />Drive to the west. <br />The enclosed brochure notes the description of the land to <br />be Lot 1, Block 1, Krank Addition. At this time, however, <br />the applicants do not have a specific proposal for the <br />northerly 4.19 acres of property (north of Terrace Drive). <br />It is suggested that the land use designation and rezoning <br />of this land be reserved until such time as a specific <br />development proposal is determined. <br />The concept development plan as reviewed with the Planning <br />Commission and Council suggested the area south of Terrace <br />Drive be developed for retail and the area north to be <br />offices or possibly multi -family housing. In any case, the <br />use should be one which would capitalize on the environment <br />of the City Park north of this property. <br />Attached is a copy of the prelim.inary concept plan for this <br />f th C 4-R d C St d A Y 'll t t <br />area o e oun y oa u y LCL ou W no a he <br />proposed road pattern conforming to the development proposal <br />in question and the designation os land uses for retail and <br />office space. Portions of the land area to the north may be <br />necessary for ponding as indicated in the development <br />concept plan. This ponding function could, however, be <br />accommodated in an area other than the specific area <br />designated on the plan. <br />
