PUBLIC NOTICE <br />In accordance with the requirements of Minn. Rues pt. Commissioner7001.0100,sisphereby <br />(1987), the Minnesota Pollution Control Agency <br />giving notice of the following: (1) the MPCA has eWastedtreatmentrequest <br />andfor <br />storage <br />modification for the modified design of a hazardous <br />facility at Metropolitan Recovery Corporation/LancyRecovery <br />PInc.'sRo evilleRC/LRI) <br />Central Treatment and Recovery Facility (CTRF) at 2430 Rose <br />Minnesota 55113; (2) the MPCA staff has drafted a proposed Letter of <br />Modification for the CTRF; and (3) the PCCommissioner <br />Modificationdtotthe State <br />preliminary determination that the draftLetter <br />hazardous waste facility permit issued on December 30, 1986, should be issued. <br />The MPCA invites public comment on the permit modification application and on <br />the terms and conditions of the draft Letter of Modification. <br />mit modificaase tion <br />In <br />that, in accordance with Minn. Rules pt. 7001.019 , p <br />proceedings, only those portions of the permit that are proposed to be modified <br />are open for comment and a contested case hearing. <br />The applicant for the permit modification is MRC/LRI. MRC/LRIwastefrecliedtreatment <br />Resource Conservation and Recovery Act (RCRA) <br />and storage permit to legally construct and operatashazaardous anteor storageMinn.Rand <br />treatment units at the CTRF on December 30, 1986, provided <br />pt. 7001.0650 (1987). Issuance of the proposedtherCTRFmodification <br />will <br />permit <br />MRC/LRI to operate with the modified design <br />modification will be effective from the date of its issuance until the expiration <br />date of the permit (December 30, 1991). <br />The proposed permit modification would allow for <br />changes <br />in the design ofethe <br />ubmittd to <br />facility. The wdesign is modificationncluded in request. These changes are: <br />the MPCA with the <br />1. The secondary containmenthas <br />aeawhichiscontainedby <br />fromeas <br />to five discrete areas and9 <br />general indoor curbing of the building for the tanks. <br />2. The resin ion exchange area has more tanks but less total capacity. <br />The total capacity is 24,922 gallons. <br />3. Two of the three equalization tanks will not be constructed. <br />4. Seven sludge thickener tanks will be used with a total capacity <br />of 46,000 gallons. <br />5. The tanks' capabilities range from 100 to 10,0 <br />00 gallons. <br />Primarily <br />there are more tanks but a smaller capacity for each tank. In some <br />instances the tanks sizes have increased. The total tank capacity <br />is 135,430 gallons. <br />6. The sludge thickener tanks will provide direct feed into the filter <br />presses. <br />7. The container storage area will bthanrfouree �.edThe atotal capacity <br />s� <br />and organics (flammables) rather <br />of the container storage areas has increased to 363 55-gallon <br />containers (19,965 gallons). <br />
