1 <br />(b) Cooperatively assess whether the evacuation of <br />the site and adjacent area is necessary by <br />assessing prevailing wind conditions, potential <br />for migration outside the Facility, and <br />possibility of an explosion. <br />After an emergency, the emergency coordinator will: <br />(a) Supervise clean-up efforts and insure that the <br />recovered waste or contaminated material is <br />properly treated, stored, or disposed. <br />(b) Insure that no waste which may be incompatible <br />with the released material is stored or disposed <br />until clean-up procedures are completed. <br />(c) Make sure emergency equipment is back in order <br />before operations resume. <br />10.30 Emergency Procedures. Due to the nature of the <br />waste materials to be handled at the Facility, various <br />hazards can result from an emergency situation. <br />Flammable and combustible wastes, if spilled or leaking <br />from drums or trucks, may be ignited. Certain <br />nonflammables may volatilize or burn, generating toxic <br />fumes. There is also a potential for the intermixing <br />of incompatible wastes resulting in the release of <br />highly toxic gases. Human exposure hazards may be <br />associated with large or small spills. Inhalation of <br />vapors from spilled materials may be harmful. Some of <br />the wastes are poisons or irritants, and may cause skin <br />and eye irritation and/or burns upon exposure. <br />10.40 Coordination Agreements. Title 40 of CFR Section <br />264.52(c) requires that there be specific arrangements <br />between the Facility operator and city police and fire <br />departments, hospitals, and state and 'local emergency <br />response teams. Arrangements will be made to <br />familiarize the City's Police and Fire Departments <br />with: (a) the layout of the Facility, (b) properties <br />and hazards associated with the wastes handled at the <br />Facility, (c) places where Faci.l-*_cy personnel would <br />normally be working, (d) entrances to the Facility and <br />evacuation routes, (e) Facility emergency coordinators <br />and their business and home addresses and phone <br />numbers. <br />As part of these arrangements, appropriate coordinating <br />personnel from the police and fire departments will be <br />regularly contacted to discuss current status of the <br />arrangement, and to identify personnel who should <br />appropriately be provided an on -site tour, briefing, <br />and training at the Facility.
