The following
procedures are more completely described in the Waste
Analysis Plan in Section 5. All incoming shipments of
waste to the Facility will be accompanied by a properly
completed manifest form as prescribed by the Minnesota
Pollution Control Agency. Trained Facility employees
will review all manifests prior to acceptance of a
shipment to assure proper completion;
manifests will
ensure that the Facility has been designated to
.receive
the material.
Upon
acceptance of a shipment, a Facility P llty employee will
sign and date the manifest. Any manifest discrepancies
will be noted on the manifest and subject the shipment
to additicial inspection and testing.
Upon discovering a manifest discrepancy, the Facility
will contact the
generator/customer and attempt to
reconcile said discrepancy.
If following completion of sampling and laboratory
testing, the Facility determines that a shipment does
not comply with manifest or waste characterization
requirements, it will be rejected in whole or in part,
the truck will not be permitted to off-load the
shipment, or the rejected portion thereof. The
Facility operator shall prepare a report describing the
rejected shipmen,_ the same day of its occurrence. The
report shall describe the shipment, including the
generator, date, transporter, manifest number, and the
reasons for rejection. The report will also include a
recommended destination for the rejected material.
Sample collection and preservation techniques will vary
with the physical characteristics of the wastes and the
type of analysis to be conducted on the waste. In
general, analysis of samples of wastes will be
performed prior to the execution of a waste processing
or storage contract and on the receipt of every
shipment.
2.24 Spec'.
