PLANNING REPORT <br />DATE: July 5, 1989 <br />CASE NUMBER: 1976 <br />APPLICANT: Roseville Properties <br />LOCATION: South of County Road B2 <br />between Prior and Cleveland <br />Avenues (see sketches) <br />ACTION REQUESTED: Approval of Variance to <br />Setback for Parking in Front <br />Yard <br />PLANNING CONSIDERATIONS: <br />1. You will recall that we reviewed a previous proposal for the <br />development of a new post office facility in Roseville at the last <br />meeting of the Planning Commission. The proposal included off -site <br />parking (on separate properties to the north), variances to a parking <br />setback along the east property line, a vari,nce to require parking for a <br />private office function to be' retained on the site, and a variance to a <br />pylon sign. The basic problem of the site as you will recall, was <br />caused by the retention of an existing office space (12,000 square feet) <br />in the front portion of the site with the post office function to the <br />rear. It was this basic conflict in use which generated the problems as <br />to inadequacy of parking (number and location), conflict of land use <br />(office and post office), and your other concerns relating to the quality <br />of the overall development of the public facility. Perhaps the last <br />paragraph in last month's report sums up the concerns. <br />"Members of the Planning Commission and Council may wish to <br />question the applicant's regarding the possibility of changing the <br />design for the facility so it provides all of the services on the <br />site in a more appropriate, functional, and aesthetically desirable <br />manner." <br />The Commission acted to adjourn the hearing to the July meeting with <br />a request that the applicants, the prist office representatives, and City <br />personnel work together to try to achieve a more appropriate solution. <br />A cooperative effort on the part of these three groups has in fact <br />occurred with a result that a new, site plan has been prepared (following <br />a series of meetings), devoting the entire site to the post office <br />facility. This necessitates the removal of the existing 12,000 square <br />foot office building which was but a few years ago, substantially <br />remodeled for occupancy by Northwestern Bell Telephone Company. <br />Based on the development of a plan that successfully acco•nmodates the <br />new post office functions on the site, Mr. Craig Waldron worked closely <br />with the applicants and the post office people to achieve an agreement <br />as to the financial involvement of the City, Roseville Properties, Inc., <br />and the Post Office to successfully remove the existing 12,000 square <br />foot office building (the front portion of the structure), and redevelop <br />the site in accordance with plans established cooperatively between the <br />City, Post Office, and Roseville Properties, Inc. <br />
