6-- � City Council City of Roseville 2660 Civic Center Drive Roseville, MN 55113 Attn: Mr. James Andre City Manager May 2, 1984 • 4633 FIodgson Road Shoreview, Minn. 55112 612/484-3244 RE: REQUEST FOR CEIAME IN CCMPREHENSIVE LAND USE (PROPERTY AT NW QUANDRANI' CiF HIGW.Y 36 AND RICE STREET) Honorable Mayor and Council Members: We are requesting a change at the above location in the City's Comprehensive Land Use Plan upgrading from the existing authorized use of Medium tensity Re- sidential to High Density Residential. Shorewood Corporation is the purchaser of two parcels: one currently zoned R-1 being purchased from the Richter Estate shown as Parcel A on the attached, and the other parcel currently zoned R 6 being purchased from Carlson Properties shown as Parcel B on the attached. The City Staff has indicated to us that they were very happy to finally see the two parcels tied together, considering the unrelated owners of the two parcels. After considerable study and discussion -Vdth the City Staff we have come to the conclusion that the best land use for these two parcels is 2-story rental apartments along with a small office building on Rice Street, rather than our previously proposed 3-story apartment ccm. lex with office building. The topography of the land along with its proximity to Highway 36 does not lend this site to marketing "For Sale" townhouse or single-family dwellings. We have personally visited with the adjoining property owners and are designing a very attractive 2-story apartment with underground parking complex that takes into account their concerns regarding the height of any proposed structure ob- structing their Southerly views. Our proposed buildings will not block their views. Our architects are in the process of completing all required exhibits and will have them available for the first meeting.
