This will give us a greater distance to <br />come down the hill and substantially reduce the ten percent grade <br />involved. A minor rearrangement of the parking area east of the <br />cul-de-sac will make this a workable solution. <br />We have di <br />with the architect who agrees that this objective should be pursued.d this <br />5. The apartment proposal and the office building development near Rice <br />Street conforms with all zoning and development standards. The applicants <br />have not applied for a preliminary plat at this time. Additional analysis <br />Of storm drainage and utility facilities will be in order as a part of <br />that preliminary plat process. One of the objectives of the plan was to <br />keep the building low so as to now impede the view of single facsi_ly <br />residences fronting on the south side of Minnesota Avenue. One of the <br />homes thus affected is a new home with a south facing deck at an elevation <br />of 969.0 (as indicated by the architect). The architect indicates that <br />the peak of the pitched roof will be at 967.0. <br />We understand that the <br />applicant (Mr. Gordie Howe) has discussed this relationship with the oraner <br />of this home. We understand that the applicant has also reviewed these <br />plans with other homeowners south of Minnesota Avenue. <br />6. Perhaps one of the good things about the proposal that may benefit the <br />single family homeowners on Minnesota Avenue is the fact that this <br />structure will function as a sound barrier to the traffic on Trunk Highway <br />36. The building will be totally air conditioned, and thus the impact of <br />the sound from Trunk Highway 36 should not have serious deleterious <br />effects on the living units within the structure. <br />notice is placed on the northerly half of the site oh as utodinmaximyu <br />izewill the <br />distance to the travelled portion of the roadway. <br />7. The applicant indicates to us that the owners of the single family <br />residence to the west of the site are concerned about an easement for <br />access which extends to Marion Street, If such a it would have considerable impact on two of the residences wo leither aid <br />of the easements. We have reviewed t':e access plan to the site with side <br />' <br />City's Fire Marshall who agrees that the access will be adequate for <br />emergency vehicle purposes inasmuch as they are providing a 100 foot <br />diameter cul-de-sac, south of the structure. <br />Under , <br />Fire Marshall indicates that a secondary access to theswestnditionshe will not the <br />required. Thus, we endorse the closing of, this access, and eliminating <br />the potential adverse impact on these existing single family residences. <br />8. Attached is a copy of comments received from the engineering department <br />regarding this development. We suggest that an <br />y itivetaken on <br />this proposal should include that list of solvableoconcernsctiasoconditions <br />to the special use permit. <br />
