f <br />MEMO <br />FROM; David Drown, Assistant City Engineer <br />Planning File No. 1526 Proposed Apartment Complex and Subdivision off <br />Rice St. Behind Country Kitchen. <br />(1) Proposal provides for the creation of three new parcels. In accor- <br />dance with the city ordinance, this will require a plat. The draw- <br />ings submitted are adequate for preliminary plat purposes, but final <br />plat must be prepared by a registered land surveyor. <br />(2) Plans call for relocation of a public sanitary sewer which exists on <br />the site, together with construction of watermain across the site. In <br />each case, construction work must be done to city standards, designed <br />by a registered engineer, and inspected by a member of city staff. In <br />lieu of this, the developer may petition the city to do utility work <br />as a public project and assess the cost involved to the project. <br />(3) Additional utility easements will be needed for the new public utilities, <br />and old utility easements will need to be vacated. <br />(4) Proposed landscaping - trees in particular - will be kept off utility <br />easements, <br />(5) Joint driveway and access easements between all parcels will need to be <br />prepared <br />koi. Site plan includes filling activity on State right-of-way. Applicant <br />will have to secure approval from the state to do this work. <br />(7) Site plan calls for 1011 driveway grades leading up to the Country Kit- <br />chen entrpnce off Rice St. A 10% grade is maximum allowable, and we <br />strongly suggest the site designer work to reduce these grades as such <br />as possible. Providing a heating element in the driveway approach to <br />the underground garages could make that steep grade acceptable. <br />(8) Additional right-of-way to 49.5 feet is required on Rice Street. Be- <br />cause this is a plat, and the plat will incluae the Country Kitchen <br />site, dedication along that parcel is required, as well. <br />(9) Sidewalk is required along Rice Street per the ordinance, but not across <br />the already developed Country Kitchen parcel. <br />(10) Drainage plans are incomplete, and due to the steeply sloping site, <br />erosion protection will be important. Drainage plans should be subject <br />to staff review. <br />(11) If the development is approved, it is the public works recommendation <br />that the access easement leading west of the parcel to Marion Street <br />to be vacated. <br />
