• <br />CASE NUMBER: 1569-84 <br />Page 6 <br />d. Parking. The aisle spacing on the southeasterly part of the main <br />parking lot does not line up with the aisles to the north. We <br />suggest this be corrected by moving the principal access road to B-2 <br />slightly to the east, thus allowing alignment with the aisles to the <br />north. <br />At the extreme northeast corner of the site, the curbing is planned <br />to direct traffic to and from the north -south roadway, and to move <br />through traffic from one center to the other. We suggest this <br />curbing be softened so as to provide more turning room for trucks <br />making the turn -in to either center. Outbourl traffic from the <br />Pavilion Shopping Center will be directed to the wrong side of the <br />street as drawn. This could create a safety problem. This, of <br />course, can be readily modified. <br />The parking ratio for shopping centers in Roseville is established at <br />five spaces per 1,000 square feet of gross leasable area. The <br />parking design as proposed is at a ratio of approximately 4.6 spaces <br />per 1,000. A recent study done on a national level, however, <br />indicates that for major shopping centers a ratio of 4.5 per 1,000 <br />is adequate. <br />As in the case of the shopping center to the east, the calculations <br />for parking for restaurants included in the development are at a 50 <br />percent ratio as provided by the Ordinance. This is done with the <br />knowledge that _t m..)st times the peak hours for the shopping center <br />and the restaurant are different, and that many of the users of the <br />shopping center will be patrons of the restaurant. We suggest that <br />the overall ratio as proposed wili be adequate, though on peak days <br />after Thanksgiving and prior to :hristmas, the lots may be full or <br />near full. <br />We inspected the Rosedale Shopping Center at 4:00 p.m. on the <br />Saturday preceding Christmas. We found that there were ample spaces <br />available in the parking lot, particularly in the southeast quadrant <br />of the Rosedale site. The staff feels that the parking ratios as <br />proposed will be appropriate. <br />e. Landscaping. A landscaping and lighting plan has been prepared <br />which in concept appear to be well done. We would suggest, however, <br />that as a condition of the approval that final landscaping and <br />lighting plans be subject to staff review. There may be some <br />adjustments in some of the critical areas, particularly as they <br />relate to the periphery planting on the steep sloe. <br />You will notice that landscaping is provided only in every other <br />island in the main parking area on the site. Every other island <br />would thus be striped, and not constructed with a curb. The Planning <br />Commission and Council may wish to consider the appropriateness of <br />this arrangement. The parking aisles _may well work better is all of <br />the islands are curbed as is the normal case in shopping center <br />developments today. The architect indicates that this was proposed <br />to save money and to make plowing easier. <br />
