Barton-Ascliman Associates, Inc.
1610 South Sixth Street Minneapolis, Minnesota 55454 612-332-0421
Memorandum
Mr. Al Nelson
February 8, 1985
Page 2
The proposed access at the east edge of the Fashion Mall will require
a median opening and to be consistent, construction of an eastbound
left turn lane. The spacing between adjacent intersections appears
to be adequate and the intersection is located on a virtual tangent
segment of road.
The spacing of the Rosedale -Bank intersection is roughly 350 feet
from Fairview Avenue. This spacing does not preclude the eventual
installation of a traffic signal.
If and when a signal is required at B-2 near the west edge of the Center,
it should be at the bank entrance. This signal will create gaps for
the turns out of the Fashion Mall. The signal at this location
would be an aid to encourage drivers to use the B-2 entrance just east
of Fairview rather than the presently signalized entrance to the Center
directly off Fairview.
Rosedale Center is 1,000,000 + square feet. It is essential that
entrances be used to serve specific parking areas so that one portion
of the lots is not overloaded and others unused. A signal at the Rose-
dale entrance would be supportive of this policy although it is doubtful
