Barton-Aschman Associates, Inc.
1610 South Sixth Street Minneapolis, Minnesota 55454 612-332-0421
Memorandum
Mr. Al Nelson
February 8, 1985
Page 3
that the usual signal warrants can be met immediately. We submit,
however, that the long range plan be for a signal at the Bank -Rosedale
entrance rather than the proposed Fashion Mall entrance because of the
four rather than three-legged entrance and the general orientation of
the approach volumes to the two centers.
Based on our experience at Center Company Centers, we believe the
entrance designs presented in the revised layouts of the Fashion Mall
are most desirable. They provide stacking distance on the inter-
section approaches to B-2 and Fairview, have adequate sight distance
and are right angle approaches to the arterials.
One can assume that 15 to 25 percent of the Fashion Mall traffic
will be dual purpose trips having a destination at both Rosedale and
the new center. This is desirable to both facilities. The magnitude
of the trip movements per hour does not, however, require a direct
across an intersection connection in that it will be accommodated from
two or more entrances from Rosedale to the single entrance on B-2 to the
Fashion Mall. it is improbable that all such movements would exit or
enter Rosedale via the westerly Rosedale -Bank driveways to CSAH B-2.
The latter volume may well be the lesser of three possible routings
from Rosedale entrances.
I
