February 11, 1985 <br />Honorable Mayor Demos and Council Members <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Dear Mayor and Members of The City Council: <br />I wish to take this opportunity to thank you ,for allowing The Center <br />Companies comment on the proposed Fashion Mall Development. The purpose <br />of this letter is to acquaint you and staff with our concerns relative <br />to the proposed plan for Fashion Mall, which was recently approved by <br />the Planning Commission - with conditions. <br />As previously indicated, we are pleased that The Center Companies, <br />M< <ging Agents for The Equitable Life Assurance Society of The United <br />States, owners of Rosedale Shopping Center (formerly Dayton Hudson <br />Development) was the first to locate a major development in the area. <br />Also, our centers are designed and anticipate related peripheral <br />development which combination tends to be complementary to providing <br />more complete retailing services. We support this approach and there- <br />fore, have no objection to the development of a Fashion Center opposite <br />the Regional Center, if it does not preclude free access to the Regional <br />Center, which is the major draw to the Shopping complexes. <br />Notwithstanding the above we have several concerns: <br />1. Access through the Mid -America entrance off B-2 without a signal <br />could create a high hazard intersection. As you know, through the <br />years we have, through signing, encouraged our customers to use the <br />other entrances on B-2 to the center. <br />2. It appears from the Benshoof traffic analysis that warrants for a <br />signal at the westerly entrance off B-2 to the Rosedale Center are <br />probably not met at the moment. However, his report obviously only <br />addressed Fashion Mall's traffic volume and did not look at the <br />peak hours of B-2. If any are required it should be at the <br />Regional Center's westerly entrance off B-2 rather than the <br />proposed easterly entrance to Fashion Mall. <br />3. With the continued growth on the north side of B-2 has a recent <br />traffic study been made to ascertain if the present road geometrics <br />of CSAH B-2 can handle the future projected capacity? <br />
