No. 84-01-0031-01 <br />ARCHITECTS - PLANNERS - INTERIOR DESIGN <br />Attached with this letter, you will find pertinent information, drawings and <br />application data as justification for development of a retail center with an <br />enclosed mall and other special design features to be constructer' on a parcel <br />of land located at the intersection of County Road B2 and Fairview Avenue. <br />This information is being provided as a request for site plan approval and <br />consideration for approval of the listed administrative changes to the parcel <br />in question. <br />1. Rezoning from a residential district to SC (Shopping Center). <br />2. Special Use Permit. Per ordinance for those uses allowed <br />by special permit in B2 districts as described for SC districts. <br />3. Variances to Roseville Zoning Ordinance. See attached <br />description and explanation for variances requested. <br />4. Vacation of Right -of -Way for Bruce Avenue, Beacon Street, <br />Brooks Avenue and Wheeler Street. <br />SITE AND SITE CONCEPT <br />The site is located on the north side of County Road B2 and east of Fairview <br />Avenue. The existing topography and land feature is such that there is a dra- <br />matic slope from west to east. There are presently 17 existing residences on <br />the site, these homes will be either demolished or removed. The site devel- <br />opment concept is for a retail center to be located along the north and east <br />edges of the property. The building will step down the site to conform to the <br />topography. This was done to accommodate the least cost and most appropriate <br />approach to site grading. Existing vegatation is minimal and a certain amount <br />of plant material will be relocated and included into the project landscape <br />design.
