The Staff, however, has indicated some areas of <br />concern as follows: <br />1) It will be important to establish methods of traffic <br />circulation and control during the construction. <br />2) Some clarification is desired in the drainage plan with <br />respect to the handling of the drainage of the second level <br />of the southeast ramp. <br />3) Measures should be taken for protecting the existing storm <br />catch basins to minimize clogging with dirt and debris. <br />4) The ultimate landscape plan clearly does not indicate <br />planting of the trees above utility lines. <br />j) Pedestrian Access: At a recent work session with the Council, it <br />was suggested that emphasis be placed on the pedestrian access <br />system. Accordingly, we have asked the applicants to prepare a <br />detailed plan illustrating the existing and proposed pedestrian <br />walkways, emphasizing accessibility to the entrances from the <br />periphery o; the site and access to the adjoining centers to the <br />w_^st (Tanurb) and to the north. The architects inform us that <br />they are preparing that plan, though it is not ready for <br />publication as of the date of this report. We suggest that <br />pathways contiguous to the local thoroughfares, Fairview and <br />County Road B-2, are important, as well as routes to the <br />significant entrances to the center. <br />k) Rights-of-WaL: Most of the periphery of the shopping center <br />remains the same. We have requested that Center Companies <br />take a careful look at the i . yht-of-way at the far southwest <br />quadrant contiguous to Fairview Avenue. Where the additional <br />lane is being added, the exact amount of right-of-way that <br />remains for the piling of snow and any walkway, should be <br />ascertained. Also, the parking setback should normally be 15 feet <br />from any right-of-way. Therefore, we have asked that they <br />prepare a more detail examination of the right-of-way condition <br />at this point. <br />1) Mass Transit: Two functions of mass transit have been handled <br />at Rosedale over the past years. One of these is the handling of <br />bus transfers and bus terminal at the walk leading to the <br />Dayton's entrance on the west side of the site. In addition, <br />there has been a park and ride facility in the far southeast <br />perimeter of the site, where persons park their cars during the <br />day and take a bus downtown. The new construction for the new <br />Dayton's store will displace the bus transfer and terminal point as <br />it now exists. Representatives of the RTB and the MTC have <br />been consulting with the Center Companies and the City Staff <br />regarding the relocation of these functions. <br />We have suggested that it is important to keep these at the <br />regional center site.
