Roadway <br />improvements remain a requiremen. of the permit, because the improvements would <br />not have been constructed without the project. Furthermore, such improvements <br />were assumed in the air quality analysis. All other comments made to us by you <br />and the City of Roseville have been addressed, and the permit language has been <br />changed accordingly. <br />Fees for permit processing and annual activities are now being charged by the <br />Agency, as required by Minnesota Rules. You need not send any fee until you <br />receive a bill. A bill should arrive within one month of issuance of this <br />permit.
